French A2, B1, B2 for residence and citizenship: TCF IRN and TEF IRN

Since 1 January 2026, France has required French at level A2 of the Common European Framework of Reference for Languages (CEFR) for a first multi-year residence card, level B1 for a first resident card and level B2 for French nationality, in each case spoken and written. This guide explains which level applies to you, what counts as proof, and how the TCF IRN, the TEF IRN and the DELF work, based on the official rules.

Which level you need

The level depends on what you are applying for, and it applies to speaking and writing alike.

Your applicationLevel requiredUntil the end of 2025
First multi-year residence card (carte de séjour pluriannuelle)A2No set level
First resident card (carte de résident) as the spouse of a French national, the parent of a French child or through family reunification; EU long-term resident card; permanent resident cardB1A2
Naturalisation or reintegration by decreeB2B1
Declaration of nationality by marriageB2B1
  • For nationality, the new level applies to applications filed, and marriage declarations signed, from 1 January 2026. Earlier files keep the old rules.
  • Renewing a card? The requirement concerns the first multi-year card and the first resident card, not renewals.
  • Apart from declarations by marriage, these applications also require a pass in the examen civique, the civic exam.

Who does not need to prove their French

  • People over 65 applying for a first multi-year card or a first resident card.
  • For a multi-year card: people who do not have to sign the integration contract (CIR), for example holders of the “étudiant”, “visiteur” or “talent” cards and anyone who did at least three school years in a French secondary school or one academic year of higher education in France; also beneficiaries of subsidiary protection and stateless people, with their families.
  • For a resident card: anyone applying for a resident card other than those in the table, such as the resident card issued to refugees.
  • For naturalisation: refugees and stateless people over 70 who have lived in France legally for at least 15 years. There is no age exemption for a declaration by marriage.
  • In every case: if a disability or a chronic illness makes a language assessment impossible, you can be exempted; if it only makes it harder, the test can be adapted. You need a medical certificate on the official model.

Which proof counts

The same kinds of proof work for every application, as long as they show at least the level you need:

  • the diplôme national du brevet (the French lower-secondary school diploma);
  • a French state diploma at level 3 or above of the national qualifications framework, such as a CAP or BEP;
  • a professional certification at level 3 or above listed in the national register of professional certifications (RNCP);
  • a diploma showing French at the required level, such as the DELF, the DALF, the DELF Pro, the DCL, the DFP or the DUEF;
  • a TCF certificate from France Éducation international (FEI) or a TEF certificate from CCI Paris Île-de-France, the only two tests accepted.

A TCF or TEF certificate is valid for 2 years; for nationality it must be less than 2 years old when you apply. The rules set no time limit for diplomas, and the DELF and the DALF are valid for life.

An accepted test has four separate papers (listening, reading, writing and speaking) taken in person at an exam centre on a single day, with identity checks. The certificate carries your photo, and the authorities can check it online.

Diplomas issued abroad by a foreign authority are not accepted, even from a French-speaking country.

TCF IRN (Test de connaissance du français – Intégration, Résidence et Nationalité)

France Éducation international's test for residence and nationality applications. One sitting places you on the scale from A1 to B2, so the same test works whether you need A2, B1 or B2. It is open to foreigners over 16 and taken on paper or on computer; speaking is always face to face with an examiner.

PaperTasksTime
Listening25 multiple-choice questions; each recording is played once20 min
Reading25 multiple-choice questions that get harder as you go35 min
Writing3 tasks: describe something (30–60 words), recount everyday activities (40–90 words) and give your opinion (40–90 words)30 min
Speaking3 tasks with an examiner, without preparation: a guided interview, getting information in an everyday situation and giving your point of view10 min

In listening and reading, only correct answers count, and their number is converted into a score that allows for each question's difficulty: A2 starts at 200 points, B1 at 300 and B2 at 400. Speaking and writing are each marked out of 20, twice and independently: A2 from 2, B1 from 6 and B2 from 10. Your certificate shows the level reached in each paper and, in a table, whether you reached A2, B1 and B2 overall. Writing can be marked below A1 if a task is missing, off topic or does not respect the word count. For sessions from 1 September 2026, FEI has suspended requests to re-mark speaking and writing for about a year.

TEF IRN (Test d'évaluation de français – Intégration, Résidence et Nationalité)

CCI Paris Île-de-France's test for the same applications. It also places you on the scale from A1 to B2 and gives an overall level. It is open to people over 16, and all four papers must be taken on the same day for the certificate to be accepted.

PaperTasksTime
Reading20 multiple-choice questions30 min
Listening20 multiple-choice questions on recordings20 min
Writing2 texts: a message asking someone for news (at least 40 words, 10 min) and a text setting out your reasons to convince someone (at least 100 words, 20 min)30 min
Speaking2 role plays with an examiner: phoning to get information (5 min) and helping a friend make a decision (5 min)10 min

In reading and listening, each correct answer earns a point and the total is converted into a calibrated score that allows for the difficulty of the questions. Writing and speaking are each assessed by two independent assessors; for speaking, the second one works from the recording. You reach A2 with at least 200 points in three papers and 167 in the fourth, B1 with 300 and 267, and B2 with 400 and 367. The certificate is downloaded from an online vault; there is no paper version, and prefectures accept a printout.

DELF (Diplôme d'études en langue française)

The official diploma in French as a foreign language, issued by the French Ministry of National Education and run by France Éducation international through approved exam centres. Each level, A2, B1 or B2, is a separate exam, and the diploma is valid for life, unlike a TCF or TEF certificate. The DALF, at C1 and C2, counts too.

LevelListeningReadingWritingSpeaking
DELF A225 min30 min45 min: 2 texts of at least 60 words each6–8 min, plus 10 min preparation
DELF B125 min45 min45 min: one text of at least 160 words15 min, plus 10 min preparation
DELF B230 min60 min60 min: one text of at least 250 words20 min, plus 30 min preparation

Each of the four papers is marked out of 25. You pass with at least 50 out of 100 in total and at least 5 in every paper; a lower mark in any one paper means you fail. Speaking is taken alone in front of two examiners. You register with an exam centre, which gives you the dates and the fee.

Which one suits you?

  • You need a result quickly: TEF IRN results arrive 1 to 10 working days after the test; TCF IRN results within 15 working days of FEI receiving the session material.
  • You are not sure which level you will reach: the TCF IRN and the TEF IRN place you anywhere from A1 to B2 in one sitting, so even a lower result shows exactly where you stand. The DELF is passed or failed at one level.
  • You will apply more than 2 years from now, or plan several applications: a DELF or DALF diploma never expires, while a TCF or TEF certificate is valid for 2 years.
  • Compare the tasks: the TCF IRN has 3 short writing tasks and 3 speaking tasks, the TEF IRN 2 texts and 2 role plays, and the DELF B2 a single text of at least 250 words.
  • Whatever you choose, check that the level on your result matches your application and that it will still be valid when you apply.

What changed in 2026

  • First multi-year card: French at level A2 is now required. Until the end of 2025 there was no set level: the prefecture checked attendance and progress in the French course of the integration contract (CIR), if one was prescribed.
  • First resident card, EU long-term and permanent resident cards: level B1 instead of A2.
  • Naturalisation and reintegration: level B2 instead of B1; declarations by marriage: B2 instead of B1. This applies to applications filed and declarations signed from 1 January 2026.
  • For nationality, a foreign degree studied in French no longer replaces the language test: the old route through a certificate of comparability has ended.

How to prepare

  • Check the level your application needs in the table above and aim for it in all four skills: the law asks for it in speaking and in writing.
  • Take the free official sample tests linked under each test, timed as in the real exam.
  • If you signed the integration contract (CIR) and the French test at your OFII appointment placed you below A2, you can follow a 600-hour French course with OFII.
  • Book early: you need the certificate when you file your application, and for nationality it must be less than 2 years old on that day.
  • Prepare for the examen civique at the same time: it is also required for these residence cards and for naturalisation.

Frequently asked questions

What level of French do I need for French nationality?

Level B2 of the CEFR, spoken and written, for naturalisation and reintegration applications filed, and declarations by marriage signed, from 1 January 2026. Before that date the level was B1. Refugees and stateless people over 70 who have lived in France legally for at least 15 years do not need to prove it for naturalisation.

What level do I need for a resident card or a multi-year residence card?

B1 for a first resident card as the spouse of a French national, the parent of a French child or through family reunification, and for the EU long-term and permanent resident cards; A2 for a first multi-year card. Other resident cards, such as the one issued to refugees, do not require a language level. People over 65 are exempt, and renewals are not affected.

Which French tests are accepted?

Only two: the TCF from France Éducation international and the TEF from CCI Paris Île-de-France. Their IRN versions (Intégration, Résidence et Nationalité) are designed for these applications. Instead of a test, you can show an accepted French diploma, such as the diplôme national du brevet or a DELF or DALF at the required level.

How long is a TCF or TEF certificate valid?

2 years. For nationality, the certificate must be less than 2 years old when you apply. Diplomas such as the DELF and the DALF are valid for life.

Can the TCF IRN prove level B2 for naturalisation?

Yes. The TCF IRN assesses up to B2, the level required for nationality, and the order (arrêté) of 22 December 2025 on language tests for nationality names the TCF as an accepted test.

Can I use a diploma from my home country?

No. Diplomas issued abroad by a foreign authority are not accepted, even from a French-speaking country. You need a French diploma or a TCF or TEF certificate.

Do I have to prove my French again to renew my card?

No. The requirement applies to a first multi-year card and a first resident card. If you later apply for a resident card or for nationality, you need the level required for that application.
